Lieutenant Edmond Hines Lt. Ed Hines has been with the Elgin Police Department since 1997. Before coming to Elgin he served as a Patrolman with the Manhattan Beach, CA. Police Department, a Patrolman First Class with the Bowman, SC Police Department, and a Sergeant with the North, SC Police Department.
Lt Hines developed and presents locally a training program for educating groups and individuals about the reality and myths of Criminal Gangs and Gang Activity in and around Elgin.
